SkyNat Property Management – Application & Screening Criteria

SkyNat Property Management complies with all local, state, and federal Fair Housing laws,

during the tenancy process.
Occupancy Policy
• Two persons per bedroom, plus one additional occupant per unit.
• Bedrooms must contain at least one window and a closet.
• Reasonable accommodations for larger households may be considered upon
request.
Application Process
• Applications are processed first-come, first-served, per Portland City Code
30.01.086 and RCW 59.18.257 (WA).
• All applications and screening are conducted through AppFolio, our secure online
platform.
• Each adult (18+) must submit a separate, completed application.
• Non-refundable screening fee: $55 per applicant (cashier’s check or money order
only).
• Rental agreement is available upon request before applying.
• Screening typically completed within 2–3 business days.
• Upon approval, a $300 Execution Deposit is required within 48 hours to hold the
unit.
o This applies to the total move-in cost.
o If the applicant fails to take possession within 14 days of approval, the
Execution Deposit is non-refundable.
• All move-in funds must be in certified funds.
• Applicants may submit supplemental evidence to explain or mitigate potentially
negative screening results (required in Portland; accepted in Vancouver).
Identification Requirements
• Valid, government-issued photo identification is required.
• Acceptable forms: driver’s license, passport, state ID, ITIN, SSN card, visa, or other
valid ID.
Security Deposit
• Deposit amount is based on screening results: 1 to 1.5 months' rent.
• If last month’s rent is also required, the security deposit may not exceed ½ month’s
rent (in Oregon only).
• In Portland, additional deposits (if required) must be payable in three equal
monthly installments.
• In Washington, deposits and fees may not exceed one month’s rent unless
voluntarily agreed to in writing.
Renter’s Insurance
• Required: $100,000 liability coverage minimum.
• SkyNat must be listed as an "interested party."
• Exemptions: Renters earning ≤50% of Area Median Income (AMI) or residing in
publicly subsidized housing (excludes voucher holders) are exempt under Portland
law.
• Renter’s insurance is strongly encouraged but not mandatory in Vancouver, WA
unless otherwise required by lease.
Income Requirements (Financially Responsible Applicants Only)
• Monthly gross income must be at least 2x the stated rent.
• Acceptable documentation includes:
o Recent pay stubs
o Tax returns
o Bank statements
o Award letters from Social Security, VA, or other agencies
• Screenshots of income documents or bank accounts are not accepted.
• Self-employed applicants must provide 2 years of tax returns and 3 months of bank
statements.
• If income is insufficient, a qualified co-signer or financially responsible roommate is
required.
• We accept all legal sources of income, including public assistance and housing
subsidies.
Rental History Requirements
• At least 12 months of positive, verifiable third-party rental history or
homeownership is required.
• Less than 12 months may require additional deposit or qualified co-signer.
• First-time renters may provide alternative documentation (e.g., student housing,
military housing) with additional deposit or co-signer.
• Applicants with unpaid rental balances to a current or previous landlord will be
denied, except when the debt is from Portland’s COVID-19 Protected Period (April 1,
2020 – February 28, 2022), as required by Oregon law.
• Three or more late rent notices or dishonored checks in the last 12 months =
denial.
• Negative landlord references or unpaid rental debt may result in denial or increased
deposit.
Credit Requirements (Financially Responsible Applicants Only)
• A credit report will be obtained through AppFolio.
• Applicants may be required to provide an additional deposit or co-signer if:
o Over $1,500 in non-medical collections
o 10 or more collection accounts
• Bankruptcy:
o Chapter 7 within the last 12 months or currently pending = denial
o Chapter 13 may be accepted if over 3 years old and in good standing
• Foreclosures are treated as a credit issue, not rental history.
Co-Signer Requirements
• Co-signers must submit a full application and screening through AppFolio.
• Minimum income = 3x the rent.
• Must sign a Guarantee Agreement for the duration of tenancy.
• Must meet all screening criteria.
Criminal Background Screening (All Applicants)
• In accordance with ORS 90.303 (OR) and RCW 59.18.257 (WA), we screen for
certain criminal convictions.
• Automatic denial may result from convictions or pending charges for:
o Murder, manslaughter, arson, rape, kidnapping, sex offenses, or drug
manufacturing/distribution.
• Felonies within the last 7 years may result in denial if related to:
o Person/property crimes, drug offenses, or financial fraud.
• Misdemeanors within the last 5 years may result in denial if related to:
o Domestic violence, restraining orders, weapons, impersonation, fraud, Drug
offenses.
• Misdemeanors within the last 3 years:
o Theft, trespass, vandalism, property crimes.
• Registered sex offenders or those required to register for life = denial.
• Individualized assessments are available upon request.
• Arrests without conviction, expunged or sealed records are not considered.
General Denial Criteria
• Incomplete, misleading, or false information on the application
• Failure to meet three or more screening categories
• Behavior that poses a direct threat to other residents, staff, or property
